Q: Does this come with a hose to connect the diverter to the barrel?

It does not come with a hose, but does include a hose clamp.

Q: Will this work with an aluminim downspout?

Yes it will, mine was aluminum. It works great, however, it takes a 11/4 inch inner diameter hose. Not your typical garden hose.

Q: How about workmanship? Is it easy to install?

The workmanship is very good, and it looks very heavy plastic. Installation is convenient, and merchants are equipped with installation manuals and videos.
