Given the reviews stating that this potting mix doesn't drain properly, how should I adjust how much and often I water cacti/succulents planted in it?

I would mix the compost with lots of perlite and some orchid bark to create a really well draining mix.

Is this suitable for sempervivums

good Morning sempervivum is classed as a succulent so this product will be fine.

Can I use it for lavender and Heather?

We suggest using ericaceous compost for the heathers, and normal multipurpose compost for the lavender. Regards Westland

Can I use this to grow basil ?

If you are potting on basil plants this would be ideal, but for growing from seed a dedicated seed and cutting compost would be more suitable as it has a finer texture and a nutrient package better for seeds.
