Q: Is this special mail rate and trip to post office or a certain amount of stamps?

The one I ordered was great because it came with one 2 cent stamp already added to the envelope so all I had to do was add 4 Forever stamps and hand it to my mailman. I thought that was really considerate since most people have Forever stamps, but not the extra 2 cent stamp that was needed to mail it. I hope that makes sense.

It is a very busy time of year and I think they are having difficulties keeping up.

Q: Does it come with an envelope?

It does have its own hot-ish pink envelope that has a mailing label area that you fill out and even is "printed" four forever stamps, which I think is awesome becuz if you have stamps you aren't guessing how many you need or having to make an UNnecessary trip to the post office. It will fit through the outgoing mail slot of my city cluster mail boxes. The envelope measures 10 1/4" x 12".
