Is this harness weather proof? Can it be used in the rain and snow?

Mine not working anymore and it's been in the rain for about two minutes

Will this fit a Yorkshire terrier weighing 8-9 lbs I don’t know her measurements but she’s really small when groomed?

It might be a little heavy for one that small, but I use it with my 20 lb Shih Tzu and not an issue.

If they battery is removed, can it be cleaned in the washer? Or is hand washing the only way to go?

The harness I purchased is rechargeable so has a charge outlet and not batteries. I have only hand washed trying to keep the electronics dry. I do not remember if the harness came with paperwork with washing instructions.
