Q: Are the handle straps sturdy? They look sort of flimsy in the photos.

The handles are sturdy. I bought a bag for a friend of mine who is a musician. She uses it for toting her music and it works great. She loves it.

Q: Do the measurements of 17"x14"x8.25" include wheels and handles? I will be flying Delta and their maximum allowable is 22"x14"x9".

The actual dimensions including wheels and handles are 18" x 15.25" x 9". That does not include if the 2 side pockets are full as that will make it wider. I brought this on a Delta flight and while it was allowed, it was difficult to get under the seat in front of me.

Q: Will this fit under spirit airline seat and qualify for the spirit airlines personal free item

Yes, I used this bag on Spirit flights in March 2018, and in all 4 planes it fit under the seat in front of me (although you may have to try a couple angles).
