Mtg cards are height 88mm and 63 mm width. Digimon cards are height 88mm and 64mm width. So maybe is the best answer I can give you. They fit snugly on most cards so buy one pack to test then get more if it works.

Q: Can this be used for yugioh cards?

No this is for magic cards. There's another version for Yu-Gi-Oh cards. Look for the Japanese size version

It will fit into a 9 sleeve binder no problem.

Q: Will these fit optimally in (1) ultimate guard katana sleeves, and/or (2) ultrapro eclipse pro matte sleeves?

Yes to the Katana which leads me to believe yes for the Eclipse. I would say that for the best fit, go with the Dragon Shield mattes though.
