Q: Is this truly a dye that soaks into the leather or is it more of a paint that covers the leather?

It seems to be dye not just a color to change he look of the shoes. I have not had trouble with it rubbing off. I used it to restore the color of some shoes that got grease spots that dripped from using cooking oil. It covers that and my shoes look restored. I used it on several different shoes that had various colors so I tried to match the color with the original as best I could.. One pair of shoes was a very light blue leather so I just changed the color to a darker blue and it worked well.

Q: Will it dye the rubber around my rim? because my uniform requires total black shoes or sneakers

This is a leather dye, it will not dye a rubber.

Q: Will it work on new shoes? I have a brand new pairof white shoes with a snakeskin pattern "overlaid" in tan. I want to make the shoes totally white

In my experience, the product will work fine on new shoes. You may want to try on an inconspicuous part of the show to see how it covers, but I think it will work fine, but may take 2 or more lighter coats.
