Q: Is this big enough to carry a concealed compact pistol?

I don't think so. I don't have a gun to test that but I imagine if you put a gun in there you would not have room for anything else. I have no idea what the dimensions of a compact pistol. Anyway, it would be awkward I think to get the gun out quickly in case of need. So why consider carrying it there?

Q: Will the strap fit a guy crossways that weighs 215lbs?

I am 6/1 and weigh 200 lbs, and the strap has plenty of extra length when adjusted for my needs. It should work fine for you. I have had the bag for almost a year now and rarely leave home without it.
